I think the previous referendums were for everything an attempt to get it all done in one shot. I understand the thinking behind that, although I don't wholeheartedly agree with it. We need to take baby steps before we start running.

If there's any way for it to get done without a referendum, I'm all for it. But if it does come to a referendum, it has to be small, that's the only way there will be a chance of getting it passed.
