It is part of a plan to make force mobility more difficult, to interdict the flow of supplies and of forces,
Canonically, somebody has to be publicly found guilty of something that merits excommunication, or interdict, or some public crime.
In the mean time I worship God, laying every wrong action under an interdict which I endeavour to respect, and I loathe the wicked without doing them any injury.
From this session interdict
Every fowl of tyrant wing,
Save the eagle, feather'd king:
