The agreement we have reached, if it didn't make the conference a success it certainly saved it from failure.
Progress is certainly needed if we are going to make Hong Kong the success we want, ... But if that is going to be possible, we must make urgent and balanced progress across the whole agenda.
I always hesitate to use the term make-or-break, but I think next week will determine whether we can get into the position of making Hong Kong a success or not.
