We do not grow absolutely, chronologically. We grow sometimes in one dimension, and not in another, unevenly. We grow partially. We are relative. We are mature in one realm, childish in another.
As long as there are places in the state where poverty falls unevenly, we are still trying to build a perfect union, ... One day, there will not be a curtain between the Black Belt and the non-Black Belt.
The states unevenly regulate it, so it's a better buy in New York by far than it is in Louisiana, where it's a terrible buy. But if you're 60 and in poor health, it's a good buy anywhere. If you're under 40, it's a bad buy.
You couldn't fragment it any more if you threw a bomb in it. It's wrong to unevenly load different schools.
